Executive Summary
To support our non-partisan voter turnout initiative in San Mateo County, we are targeting the specific municipality of San Carlos, California. This memo outlines the precise steps required to legally obtain the voter file from the San Mateo County Registration & Elections Division and outlines our data translation pipeline with our partner, Cornelius Codes LLC.
⚠ Critical Directive: Under CA Elections Code Sections 2188 and 2194, data obtained must ONLY be used for election, scholarly, journalistic, or political purposes. Commercial use is strictly prohibited.
Acquisition Procedure
Follow these verified steps to submit the request to the San Mateo County ACRE office. Click through the tabs below to view each phase of the process.
Obtain and Prepare the Form
- ✔ Download the Public Voter Registration Data Request (PVRDR) form from the San Mateo County ACRE website (smcacre.gov).
- ✔ In the "Intended Use" section, explicitly state: "Non-partisan voter turnout initiative conducted by BAR for IL (BARforIL.org)."
- ✔ In the "Security" section, note that data will be securely processed by our authorized vendor, Cornelius Codes LLC, on encrypted servers.
Identification and Data Scoping
- ⚑ Crucial Filter: On the application, you must specify that you only want data for the City of San Carlos. Do not request the full county file.
- ⚑ Request both "Voter History" and "Precinct to District" data types to ensure we can target high-impact areas effectively.
- ⚑ Identification: A clear photocopy of the applicant's current California driver’s license or state ID MUST be attached to the application.
